Edit: for the record I've just checked both GAIA and FREGE killboards on the first page the GAIA killboard shows 20 kills, none of which are pilots in npc corps. The FREGE killboard shows only 10 kills on the first page yet 7 of them are people in NPC corps. The OP is clearly a FREGE alt not roleplaying in any sense of the word and is also misrepresenting the truth
I would like to address this, as it wounds me to the core. Firstly, I would like to point out that all FREGE pilots post EVERY kill on the killboard, regardless of size or type. The killboard is for more than just the war, it is a way to identify targets in our own space (where we rightfully claim sovereignty), and to identify those that may serve to gank us when we venture into empire. GAIA only posts select kills, and their killboard gives an inaccurate picture.
FREGE does not kill neutrals, period. However, there are some places that no neutral should be. If you pass a gate where there is a secure can warning that all non-FREGE past this point are automatically KOS, enter the system anyway, and proceed to run the complex there... you are an intruder and will be dealt with accordingly. If you are making a run to the ISS station, or passing through PureBlind on the way to Fade or Deklein, then we won't touch you. If you stop in a dead end system, that is not on any trade route, and that system is clearly marked FREGE sovereignty, you will be shot at. That being said, the same thing would have happened if they were trying to run a complex without permission in D2 space.
I regret that we no longer have the luxury to politely ask you to leave before we open fire. However, merc corps have recently been flying though our systems, randomly picking off FREGE members just mining their own business. This, a direct bi-product of the war with GAIA, has resulted in perhaps some neutrals getting fired upon. All the more reason for Neutrals not to do anything other than fly through our Space.
It only takes 3-4 minutes to pass through any one system... any longer and you are doing something other than "passing through".
Finally, about killing "neutral" agents... if you are clearly scouting for a GAIA war fleet, you will be podded. Period. Following FREGE pilots around from system to system, continually monitoring ship movements and co-ordinating actions of hostile forces is spying. If a spy is caught, even the Geneva convention doesn't protect them unless their home nation owns up and doesnĘt disavow their actions.
To sum up... if you want to fly through FREGE space (and haven;t been hostile to FREGE in the past), you are more than welcome to. If you take any hostile actions, are clearly spying for another corp/alliance, or are in systems whose gates clearly mark them as KOS for non-FREGE, you will be fired upon.
There is almost always someone from Command available... ask them if you are unsure. An eve-mail may take 20 seconds to write, but it can and will save your ship.
